Need to add a mechanism to raise notifications from the monitor, network components. Notifications will then be displayed as status messages and notification baloons.

The mechanism should use IoC to avoid bubbling events from one component to the next. Each component will raise a notification with type, files information. It is up to the Client UI to decide how to display each type (ie as individual baloons, aggregate status message, aggregate baloon)
