Description

Implement the following:
1. Less specific destination prefixes are dominant
- Check if a destination in a new rule is either supernet or subnet of an existing destination in other rule(s) with the same source address/network
2. Highest numeric value in then statement (for the exact same source/destination) is dominant
- Check for existing rules and inform user

Done. Creation form validation does not allow submitting and informs the user about editing the similar rule
