Description
Integrate Pithos usage listing and reseting, globally and per-user.
Proposed structure:
--list (default) : list usage for all or specified user
--reset : reset usage for specified users
--all (default) | --user=userid : specify which users --list or --reset applies
This command includes all functionality in pithos-reset-usage
(as pithos-usage --reset) and therefore it will replace it.

We should consider use the term "account" instead of "user" to conform with OOS terminology.
