Description
Integrate the quotaholder into Astakos:
- remove all references to snf-quotaholder-app
- make qholder a Django app inside the snf-astakos-app package
- remove all cross-project transactions and make everything happen inside the Astakos DB
- make all Astakos management commands quota-aware (see #3347)
- update the documentation and upgrade notes accordingly.
