Description
Commissions pending more than a few seconds are an indication of a failure somewhere.
There should be a management command that displays overdue pending commissions as
a diagnostic (with a default overdue time of 180 seconds for example).
This diagnostic could be monitored and experience from this may lead us to
better avoiding the situation, or an automated resolution.

Add commands `commission-list' and `commission-show' to display
pending commissions. The former supports option `--overdue' to
restrict the age of pending commissions.
