Factor out check for storage params

Add monitoring daemon updates to the NEWS file

The "inst-status-xen", "diskstats" and "lv" data collectors have been added.

The daemon is now running as root.

Fix type error in the call of _NetworkConflictCheck

last argument, not a list of pairs of instance names and instances.
