Provide an inverse to UnescapeAndSplit

With utils.UnescapeAndSplit, we have a function to parse
arbitrary non-empty string lists encoded as strings. Also
provide the appropriate encoding function.

Move python test files to test/py

This is the first step of the test files reorganisation: moving test/*
(except test/data) to new directory test/py/.
