sysbus: apic: ioapic: convert to QEMU Object Model

This converts three devices because apic and ioapic are subclasses of sysbus.
Converting subclasses independently of their base class is prohibitively hard.

hw/arm_mptimer.c: Turn ARM MPcore private timers into qdev devices

Turn the ARM MPcore private timer/watchdog blocks into separate
qdev devices. This will allow us to share them neatly between
11MPCore and A9MPcore.
