spapr-rtas: add CPU argument to RTAS calls
RTAS is a hypervisor provided binary blob that a guest loads andcalls into to execute certain functions. It's similar to thevsyscall page in Linux or the short lived VMCI paravirt interfacefrom VMware.
The QEMU implementation of the RTAS blob is simply a passthrough...

hw: move headers to include/
Many of these should be cleaned up with proper qdev-/QOM-ification.Right now there are many catch-all headers in include/hw/ARCH dependingon cpu.h, and this makes it necessary to compile these files per-target.However, fixing this does not belong in these patches....
ppc: move more files to hw/ppc
