Support mac prefix pool for networks
During network creation if a network is private and no mac prefix
is given, one is automaticaly assigned.
Add new cluster slots: highest_used_net_mac_prefix/net_mac_prefix_pool.
Mac prefixes are managed like tcp/udp ports.
