Move disk template unit tests to test/py/cmdlib/

This patch moves some unit tests related to dis/enabling
disk templates from ganeti.cmdlib.cluster_unittest.py
to cmdlib/cluster_unittest.py to utilized the new cmdlib
unit test framework.
