Add unit test for LUTestAllocator
Additionally to adding unit tests for LUTestAllocator, the testframework was adapted for its requirements.

cmdlib: Cleanup public/private functions
All functions/classes which are used outside of their defining module(with tests as an exception) no longer have a leading underscore.

Extract test logical units from cmdlib
LUTest* are moved to test.py.
