This variable can be used by other tools to determine in a generic waywhether a given hypervisor supports migration or not.

Fix xen-hvm and KERNEL_ARGS
xen-hvm doesn't have KERNEL_ARGS, and I just changed blindly all oldextra_args to HV_KERNEL_ARGS. This makes xen-hvm work again.
