Implement gnt-cluster master-ping

Rename masterfailover to master-failover

Most (all?) of our commands use dash-separator: replace-disks,
verify-disks, add-tags, etc. “gnt-cluster masterfailover” is an old
exception to this rule.

Add modification of the reserved logical volumes
