Enable pylint and PEP8 for test support code

The test support code is mainly written from scratch, so in order to
ensure to keep the code quality high, enable pylint and PEP8 checks
for it.

Due to some specialities of the test code, a dedicate pylintrc-test file...

Support DSA SSH keys in bootstrap

As outlined in issue 338, Ganeti failed to initialize a cluster if no
RSA SSH key is present on the master node. This patch extends Ganetis
support to DSA keys, so clusters with only DSA keys are possible now.

This fixes issue 338....

Index nodes by their UUID

No longer index nodes by their name but by their UUID in the cluster
config. This change changes large parts of the code, as the following
adjustments were necessary: * Change the index key to UUID in the configuration and the
ConfigWriter, including all methods....

Move python test files to test/py

This is the first step of the test files reorganisation: moving test/*
(except test/data) to new directory test/py/.
