Switch network connect/disconnect into new opcodes

Introduce new tasklets TLNetworkConnect, TLNetworkDisconnect. These
tasklets are invoked by LUNetworkConnect and LUNetworkDisconnect.

Introduce LUNetworkConnectAll, LUNetworkDisconnectAll that connect/
disconnect the network to all nodegroups.

Modify client to invoke these opcodes.
Remove network management from LUGroupSetParams.
Modify rapi to support new opcodes.
Do not check for bridges during connect.
