Update IP pool management design doc

Update IP pool managenent design doc to be consistent
with the implementation.

  • Add new NIC parameter: 'network'
    Can be None for backwards compatibility.
  • Introduce the term 'netparams'
    The NIC inherits netparams (mode, link) as its nicparams...
