Make image properties optional

Image properties should be an optional argument. In any other case
snf-image does not retail backward compatibility.

Fix a bug in EnforcePersonality task

The task tried to run inject-files.py even if SNF_IMAGE_PERSONALITY
variable was empty, which led to error.
