Add CI functionality
Add various scripts under ci/, enabling support for
Continuous Integration.
Among others, there are scripts for automated: * pep8/flake8/pylint reports * installation in a virtualenv * execution of unit tests (not yet enabled) * building of docs (not yet enabled) * debian package builds with devflow
