Have BaseBackend inherit from ArgBasedSingleton

Have the base pithos+ backend inherit from
synnefo.lib.singleton.ArgBasedSingleton.

This makes repeated attempts to re-instantiate any pithos+ backend with
the same arguments reuse the pre-existing backend object.
