snf-cyclades-app: Use the new AstakosClient

Change AstakosClient to use ASTAKOS_AUTH_URL as entry point to the

Fix stale import statements

Commit 7cfc0ce moved code from webproject to snf_django. This commit
fixes some stale imports that skipped renaming.

cyclades: Add 'name' to all commissions.

Make all quotaholder commissions to have a name. Since, Cyclades does
not store the association of a commission with a resource, we include
the resource in the commission name.

Catch QuotaLimit exception when reconciling resources

This can happen, if the actual usage registered by a service exceeds
the quota limit.
Advise the user to try the --force option.

Do not consider 0 usage for users and resources that are not included in
Quotaholder resources list, since Quotaholder returns zero usage for all
users and all resources. If a user/resource does not belong to QH...
