Amend INSTALL_REQUIRES with explicit versions

Amend INSTALL_REQUIRES in */setup.py with explicit version numbers
where not previously specified.

Use '>=' comparisons, to avoid console scripts barfing if the
exact same version specified in setup.py is not currently installed...
