Pool Ganeti RAPI clients

- Move Ganeti RAPI client from snf-common to snf-cyclades-app/logic.
- Create GanetiRapiClientPool for pooling GanetiRapiClient objects
- Create context manager in db.models for pool handling
- Update code using the RAPI client
