pithos: Add support for project originated quota

Introduce ``project`` container policy. The value of this policy denotes
the project from which the container quota originate.

Further changes:
  • domain argument in get_{account|container|object}_meta backend methods...

docs: update API guide file names

Since now we have more services and we have separate guides for each
service API, it is misleading to keep component names in guide file
names. Rename file names to reflect the actual service they describe.

  • astakos-api-guide -> identity-api-guide...
