UI update stats mprovements, Refs #881

- Reset multiple stats update timeouts for each vm
- Do not update stats while vm is building
- Do not display double loading indicator images

- Display progress indicators while building
- Display error message if graph image cannot be retrieved
- Fallback to error overlay if api call fails
- Update on interval retrieved from api calls
- Stop updating if machine stats are collapsed (icon view)
