Rename reconcile command to reconcile-servers

Rename `snf-manage reconcile` management command to `snf-manage
reconcile-servers`, to be consistent with `snf-manage
reconcile-networks`. Also, treat '--detect-all' option as default
when no other '--detect-*' is specified.
