cyclades: Update backend only when needed

Make dispatcher ask Ganeti about the enabled/ipolicy disk templates only
after an OP_CLUSTER_SET_PARAMS. Otherwise, dispatcher will be
overwhelmed by gnt-cluster verify jobs.
