snf-deploy Use symbolic debian_base_url

For debian_base_url use a link that always resolves
to the latest image.

deploy: By default use only file disk template

By default snf-deploy will not enable lvm and drbd storage. So, the
default setting for flavors should include only 'file' disk template.
