Make RAPI CreateInstance() arguments configurable

Make RAPI CreateInstance() arguments deployment-specific.
Add the GANETI_CREATEINSTANCE_KWARGS setting, which allows the administrator
to set arbitrary arguments to RAPI CreateInstance().
