Setting proper changes-since values for recurrent requests

Description
UI now handles recurrent requests by keeping the date of the http response and setting it as changes-sinces parameter for the next request.
This behavior might cause UI to state between requests. This happens in rare occasions due to race condition in response date header handling.
One possible fix is to make UI to set a changes-since param reduced by 2-3 seconds.

configurable via UI_CHANGES_SINCE_ALIGNMENT setting (defaults to 0)
