Merge 'hs2py-constants' into 'hs2py'
Merge code of 'hs2py-constants' into 'hs2py', which requires adding
flag '--constants', and merge target 'src/hs2py-constants' into
'src/hs2py' in 'Makefile.am', also updating dependencies and
variables.
