Move unit tests for --file-storage-dir to cmdlib/*
There were some unit tests for the '--file-storage-dir'
option of 'gnt-cluster modify' still left in the unit
test file ganeti.cmdlib.cluster_unittest.py.
With the introducion of the unit test framework for
cmdlib, they now get converted into
cmdlib/cluster_unittest.py.
