Add AutoConf.hs.in
Add 'AutoConf.hs.in' which is the template for generating the file
'AutoConf.hs'. This file mimics the Python equivalent
'lib/_autoconf.py' and it is necessary for Haskell constants to be
able to retrieve their values from 'configure'.
