"Open Pithos folder" doesn' display existing accounts until they are authenticated

Description
This should change. The Open Pithos Folder menu should display all accounts, whether they are active or not, as long as they have a valid folder.
Perhaps accounts without a folder should also appear deactivated.

Resolved by disabling the menu and changing its text to "No Accounts Defined" to tell the user why the menu is disabled
