Forgot to upgrade akka version in SBT definition
Add a dependency in sbt which was not pulled transitively.

Reorganize sbt-related build files but not there yet
Work in progres towards handling UserRequestGetBalance end-to-end.
Start implementing user balance REST request.
Add a test for RESTActor.
Introduce MasterConf, assuming an aquarium.properties
Also did some reorganization of actor stuff.
Introduce the REST module.
This is powered by spray (spray.cc), an akka-based HTTP server.The test is not working correctly yet.
Add some akka test code for remotes
