Add unit tests for cfgupgrade with a real configuration

cfgupgrade: Add --downgrade option

It's now possible to go back to the previous stable version. Unit tests
provided.

This is mostly useful during development, when going from master to
stable/devel.

Move python test files to test/py

This is the first step of the test files reorganisation: moving test/*
(except test/data) to new directory test/py/.
