Change hbal behaviour in case of early exit
Currently, hbal exits with status 1 if early exit is requested, evenwhen all jobs are successful. This is counter-intuitive behaviour, solet's fix it (Issue 386).

Sphinx is stricter than pandoc when parsing reST and does not allow anopening parenthesis to directly follow inline markup. [1] describes therules. A backslash, as described in [2], can be used to separate thetwo.
Additionally, there were different forms for referring to man pages....
Fix options in hbal manpage
hbal doesn't have any "-o" option, but on the other hand supports -S(described below, but not present in the short summary)

Fix man pages to not use unescaped --

Remove the oneline output option in hbal
This was, AFAIK, never used, and complicates the output code enoughthat it's better to remove it.

This patch moves all the backend options into the main htools manpage, and it adds documentation for the -t option, which so far wasnot documented w.r.t. the file structure.
htools: move the '-p' option to htools.rst
Since this is a common option and has a big description.
htools: fix a doc bug in the hbal man page
Similar to the previous hspace fix.

Integrate htools man pages in the main tree
This moves the man pages to their right place, removes the staticfooter and header, and adds Makefile rules for the new .1 man pages.
