man: Man page reference cleanup
Sphinx is stricter than pandoc when parsing reST and does not allow anopening parenthesis to directly follow inline markup. [1] describes therules. A backslash, as described in [2], can be used to separate thetwo.
Additionally, there were different forms for referring to man pages....

Because .DELETE_ON_ERROR doesn't work consistently (works when thetarget we're talking about is a final target, but not forintermediates), I missed a lot of man checks.

htools: move the '-p' option to htools.rst
Since this is a common option and has a big description.
Update manpages and other documents with editor settings
No rewrapping is done in this patch, just updates to the settings.

Integrate htools man pages in the main tree
This moves the man pages to their right place, removes the staticfooter and header, and adds Makefile rules for the new .1 man pages.
