scsi: Improve error propagation for scsi_bus_legacy_handle_cmdline()

Let scsi_bus_legacy_add_drive() and scsi_bus_legacy_handle_cmdline()
return an Error**. Prepare qdev initfns for QOM realize error model.

them to subdirectories of hw/.
