Update hail, hbal and htools man-pages to include the use of dataprovided by MonD.
Mention hail network incompatibility in manpages
We can't fix this in the 2.7 version, so it should be documented.

man: Man page reference cleanup
Sphinx is stricter than pandoc when parsing reST and does not allow anopening parenthesis to directly follow inline markup. [1] describes therules. A backslash, as described in [2], can be used to separate thetwo.
Additionally, there were different forms for referring to man pages....
Allow hail to read data from stdin
This patch makes hail treat '-' as denoting stdin, per the usual Unixconvention. This will help with testing.

Fix man pages to not use unescaped --

htools: man page improvements
This patch moves all the backend options into the main htools manpage, and it adds documentation for the -t option, which so far wasnot documented w.r.t. the file structure.

Revert deprecation of evacuate mode in hail
As discussed offline, the new node-change mode could be used forevacuation, but it's not directly useful as it returns a list ofopcodes; therefore, we need to partially revert commits fbe5fcf and5b53ca7 that removed it (and multi-evacuate, which remains removed)....
htools: update hail man page with the new modes
Also mark the deprecated modes we no longer support.
htools: move the '-p' option to htools.rst
Since this is a common option and has a big description.
htools: add cluster state saving support to hail
This add support for saving the cluster state (both pre- andpost-iallocator run) to a text file such that it can be fed back intoany of the htools commands.

Integrate htools man pages in the main tree
This moves the man pages to their right place, removes the staticfooter and header, and adds Makefile rules for the new .1 man pages.
