Support rapi for networks
Introduce /networks
Implement GetNetworks, GetNetwork, CreateNetwork, RemoveNetwork
that eventually invoke corresponding network LUs.
Implement ConnectNetwork, DisconnectNetwork that eventually
invoke LUGroupSetParams.
