Initial commit for debian packaging
The source is going to be split into 2 separate debian packages:
snf-image-helper (helper VM), snf-image-host (Host OS Provider)
- Rename directory host --> snf-image-host
- Add debian packaging for snf-image-host
- Add COPYING file
