Initial Disk Management API (DM API) implementation

The DM API is accessible under api/v1.0grnet1/ and
it extends the Rackspace Cloud Servers v1.0 API
for the use of Disks. Notable changes:

  • Added the "Disk" model in db/models.py
  • Added the "DiskHandler" in api/handlers.py
  • Added the proper urls in api/urls.py
  • Added 2 sample disks in fixtures
