Description

Provide a means for users to have limited permissions on rule submission (view only) but unlimited permissions on all rules' view.
Will prove useful for Helpdesk and Service watchers

Added alternate view for Helpdesk

Added view for Helpdesk with an "overview" perms attribute. This closes #2063,
closes #2046, closes #1898.
