Description
Downloading a file will create change notifications that will have to be ignored and not result in an upload operation.

- Target version set to Synching version
Resolved by introducing an in-memory collection with the files that are uploaded/downloaded at any time. Local Change notifications are rejected if they affect a file that is already being uploaded/downloaded
