snf-ci: Fix a race condition

When creating a new build_id to be used by snf-ci,
we have to lock the ci_temp_conf file.

ci: Add xterm into published applications

Published applications are used by X2Go and makes it possible to
display a menu with a list of the available remote applications
for the user, which when started behaves like a locally installed
application.
