Description

Reconciliation mechanism does not separate the following cases, because in all of them
the state of the VM in Ganeti is ADMIN_DOWN:
- An instance has been build, but the ganeti-os-provider failed.
- An instance has been build and the ganeti-os-provider is still running.
- An instance has been build and the admin has set the state to ADMIN_DOWN.
