Description
- change snf-manage addgroup command to assign group permissions
- change snf-manage modifyuser command to assign user permissions
- introduce userinfo api call that returns user information using an authentication token that belongs to a user that has (or inherits) can_access_userinfo permission

permission ``can_access_userinfo`` should be assigned to helpdesk group using ``addgrouppermissions`` command
and ``helpdesk`` group should be added to helpdesk users using ``modifyuser`` command
