Description
Lack of doctype declaration causes UI to render in quirks mode when viewing with Internet Explorer.
This causes multiple strange behaviors and bugs (especially on new versions of IE) which in most cases are non-trivial to solve.

Fixed in ui-refactor branch.
Along with the changes made for a better javascript api (#1443), major html/css refactory took place in ui-refactor branch to fix the reported issue with IE rendering mode.
There are still issues with IE7 which was given minor attention while making the changes. For those issues i opened a new ticket (#1445).
